Illinois’ Fluorescent Lamp Legislation & LED Lighting: What You Need to Know in 2026

In August 2024, Illinois became one of the leading U.S. states enacting a statewide ban on most mercury-containing fluorescent lamps through the Clean Lighting Act (Public Act 103-0799). This law represents a major shift toward safer, more energy-efficient LED lighting across residential, commercial, and industrial settings.

Key Dates and Phased Implementation

  • January 1, 2026: Retailers and distributors in Illinois can no longer sell or offer for sale screw-base or bayonet-base compact fluorescent lamps (CFLs). This change is now in effect.
  • January 1, 2027: The ban expands to include pin-base CFLs and linear fluorescent lamps (the T5, T8, T10, T12 tubes commonly used in offices, schools, warehouses, and retail spaces).
  • Important Clarifications: The law prohibits sale and distribution, not use — existing fluorescent bulbs and fixtures may continue operating until they burn out. Certain lamp types used in specialized applications (especially those where LEDs are not yet viable) are exempt from the ban.

Environmental and Economic Impacts

The transition from fluorescent to LED lighting is expected to yield substantial environmental and economic benefits:

  • Energy Savings: LEDs consume approximately half the energy of fluorescent lamps, leading to significant reductions in energy and operating costs.
  • Cost Savings: Illinois consumers are projected to save over $1.5 billion on utility bills by 2050.
  • Mercury Reduction: The ban aims to eliminate 419 pounds of mercury pollution by 2050, addressing concerns over improper disposal of fluorescent lamps.
